Yes. Both South African citizens and non-South African citizens (foreigners) who are injured in motor vehicle collisions that are caused by the negligent driving of another person will have claims against the Road Accident Fund.
In the case of foreigners, proof of identification will, however, be required. Examples include: Passport, Asylum Certificate; Work Permit, etc.
